Mix the dry ingredients:
In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add wet ingredients:
Stir in the milk, vegetable oil, vanilla extract, and egg. Mix until smooth and well combined.
Incorporate boiling water:
Gradually add the boiling water to the batter, mixing gently. The batter will be thin—this is normal.
Bake:
Pour the batter into the prepared pan and bake for 25–30 minutes or until a toothpick inserted into the center comes out clean.
Cool:
Allow the cake to cool in the pan for 10 minutes, then transfer it to a wire rack to cool completely.
For the Fudge Frosting:
Melt the butter:
In a medium saucepan, melt the butter over low heat.
Add cocoa powder:
Stir in the cocoa powder until smooth.
Mix in powdered sugar and milk:
Gradually add the powdered sugar and milk, alternating and stirring constantly, until the frosting reaches a smooth, spreadable consistency.
Flavor with vanilla:
Stir in the vanilla extract.
